Start with cleaning the floors, with a broom or vacuum. You can buy paint that glitters, or just a color to cover cement. The ones that glitter can be toxic when applying, so make sure the room is well ventilated. Next apply the paint using a paint tray, and a roller with a long handle. Roll the paint on and let dry completely, before the next coat if needed. The glitter comes in many colors and you only use one coat. Good Luck!
Seal the cement 1st With a mix of watered down pva glue Give it several coats of this as cement is porous then Use a good Floor paint mixed with a bit of sand to give grip on the floor so it wont be too slippy when wet
Rustoleum sells epoxy kits for cement floors and is fairly easy. The downside, they can be quite pricy unless you can find them online like offerup or craigslist.
