For the slugs use food grade diatomaceous earth, crushed eggs shells, slug bait, beer in trays, copper banding, for the dog in your yard use hot pepper flakes, for the rose bush the best time to prune is in late winter or early spring when the are dormant

diatomaceous earth will kill the slugs without hurting the plants, dont inhale it, use a mask or something over your face

Coffee grounds. Crushed egg shells. Slugs and snails don't care to crawl on rough surfaces.

Sprinkle some (Epson salt) around your rose bush. Not too much and about 4"-6" inches away. The rose will love.

Baking soda with a little blue dawn dish soap and water. Spray the leafs. Check out Printerest.

Slugs are also attracted to beer (yes) and they crawl in it and drown - not toxic and effective. Pour beer in a container and place beside your hosts - you will be surprised in the morning.

CLIMBING ROSE - Prune in early spring before any new growth starts.

DOG - If you are able to tell your neighbour (tactfully) by asking him to come daily to clean it up ???
