Yes you can. Use a high quality 100% Acrylic water based paint. It'll stick to anything, and be extremely durable.

Not that I would recommend it... but, I would say scuff sand first, prep, use bonding primer, then put a top coat on it. There's a lot of industrial coatings that would work better than Aura Ben Moore ... like water based epoxy.
You can, just make sure to seal it
I have never done it, but there is a primer called Styx Waterborne Bonding Primer made by INSLX. It's supposed to work on tile, bit I would rough up the surface first.
