Get human hair clippings from your local barber or hair salon and place them in an old pair of panty hose. Hang it on a tree or place it around the roots of shrubs. The human scent will keep them away.

There are a lot of plants and shrubs that are deer resistant. Plant what they do not like! Different deer have different appetites. Speak to a county extension service, or one from the local university to see what the deer in your area find distasteful.
My sister swears she saved her flower garden from deer by hanging Irish Spring Soap tied in pieces of pantyhose and hung on stakes in her garden.
You need to install a very tall fence with ribbons on it so the deer see how tall it is. Deer see black and white, so the ribbons need to move with the breeze. At least 10 feet.
