Brr! Drafty windows- how to cut the draft?

no you'll need to remove the molded wood before fixing it. Go to lowes or Home Depot and purchase some pieces they have made especially for bathrooms windows. It's s little pricey but you never have to replace it again
Safety first! Put on mask, gloves and have that garbage bag ready. Close the door and remove the mold trim. Then wash the area thoroughly. If you go to Lowes and explain the situation, they will show you best product for you to use.

Keep in mind that if there is mould on the window trim, the mould may also have permeated the sheetrock board behind the window trim. It will need to be removed and replaced before any new trim is installed.
What has caused the mould in the first place? Is there any water leaking from the outside of the window or siding anywhere? Is there proper air circulation and ventillation in the bathroom?
Mouldings are available in pvc. However, the problem probably isn't the wood. You most likely aren't vented properly.
