I have also taken stuff to the autobody shop and had great finishes applied.
Lacquer is a fast drying paint and best used as a spray to get a smooth finish. Spray several very thin coats. No clear coat should be needed.
Go to Kelly-Moore paints. Tell them what you are wanting to do. They will take care of you.
Hello Linda Dalimonte :) I would first like to say BE SURE TO WEAR A FACE MASK FOR PROTECTION even though they aren't doing it in a video demonstration or two. I would wash the chair really well, then sand it, and then wipe it down (so the black paint has something to hold on to) then prime it, paint it black and lacquer it with clear lacquer. Below are videos showing how others have done it. Good Luck and thanks for coming to HOMETALK for answers :)

Rust-Oleum makes a good gloss black lacquer and it should be sold in any hardware store. If you would rather buy online, Amazon has it for $3.95- https://www.amazon.com/Rust-Oleum-1905830-Lacquer-Spray-11-Ounce/dp/B000C01534/ref=cm_cr_srp_d_product_top?ie=UTF8
it is a GOOD IDEA TO PUT A CLEARCOAT ON TOP SO THAT YOUR PROJECT WILL STAY LOOKING GOOD FOR A LONG TIME.
