Hello Lynn-rael,
best roses for any part of Canada is the Explorer Roses series, they were developed in Canada and are very hardy , require almost no maintenance, and look and smell wonderful. all Explorer Roses are named after explorers in Canada, i.e. Cartier, Hudson, etc. most nurseries carry them. I have had several for years, they grow up to 4 - 6 ft, but I always pruned mine down.
hope this helps.
