The best time for running those trees is in winter when they are dormant
A lot of people trim trees in the fall after the leaves have fallen as it is easier to see the branches and see what ones need to be cut out.

I don't have experience with elm trees, however I do with fruit trees at the east coast. Trim them after they have completely finished fruiting for the season.
