Yes, I would cut off the the dead parts and plant it. It should come up in the spring. In the spring I would feed it!
Could have planted it right after mother's day. Now you can wait until spring - or plant it now (late Sept / Oct). Work the soil up at least 6 inches across, and 8 inches deep. Plant about 6 inches deep. You can add a little commercial bone meal for fertilizer if you want. I lay something on top like a small stone marker so you remember you planted it there, and don't disturb it in the spring. If it still has any foliage, don't cut it off.
