I would probably use an all purpose thick craft glue.
Home improvement stores have glue that comes in a tube that you can use to make repairs to wallpaper
Wall paper glue. If you use Elmers white glue it will not be water soluble when the day comes to take it off and it may pull off pcs. of wall underneath.
Hello Debb, it sounds as though you painted over old wallpaper and now the dampness of the painted has pulled some of the wallpaper loose. (I found out the hard way that it would happen. I did that and the last panel I put up came loose rom top to halfway down). I have found that if you just put a line of Elmers School Glue onto the back of the dry paper and smooth it all the way up and out it will stick and dry pretty tough (it's been about 10 years so far and hasn't come loose yet).
