Yes, but they can break as you drill them. To give you a fighting chance, use a Dremel with a diamond burr. Using a shallow dish or Tupperware-like container, put a sponge on the bottom and fill about halfway with water. You want to drill the shell underwater.

I used a nail hammered into the shell. I thought the shell would crack but it didn't.
Yes, a Dremel with a diamond bit (#7105) is the way to go. I use my Dremel in a mini-drill press so I don't have to worry about my hand slipping while I'm working on the curved surface of the shell. Drill with the shell under shallow water to keep friction from overheating your shell and bit. And wear eye protection and a respirator! Inhaling shell dust is hazardous to the lungs.
Dremel is the only way to go.
