Try using a nail punch with a good hit with a hammer first.
Put the pipe in a vice grip, start with a smaller bit and start a pilot divot or hole, change to larger bit to drill hole all the way through.
You need to use a center punch to pound a little divot where you want to drill the hole. You can try to use a strong nail and pound a divot.
Use a nail and hammer to create a starter divot in the pipe.
I would use a vice to hold the leg while you drill. It's like having an extra set of hands. Good luck.
Try placing a piece of masking tape over the area to keep the drill from sliding off. Also use a small drill bit first then go with your larger bit.
