Here's what I did for my little poodle. I cut the leg from some fleece warm-up pants. You know -- the kind with the elastic at the bottom. I cut a scalloped piece the length of my dog and cut two holes for the arms. The elastic fits around her neck so the sweater stays in place and pull her arms through the holes. She LOVES it because her arms are free and the scallop covers her back without inhibiting her business end.

try using the arm from an old sweat shirt. the cuff would fit around the neck. We have 3 dogs and they all love the warmth of the sweat shirt ( one of our dogs is a French bulldog, that has a large chest ). Just cut the sleeve a little longer than you need, slide the cuff part over your dogs head, and mark the placement of their legs, start small when cutting the leg holes, leave plenty of room between the neck and leg holes. hope this helps.
