Try mixing 1 Tablespoon of Dawn dishwashing liquid with 1 quart water in a spray bottle. Squirt this solution all over your hibiscus making sure to spray all areas of the leaves, both top and underside.

There is a product on the market by a company called "Safers", they have an insecticidal soap spray that works wonders. Environmental and pet safe.
