Had the same problem with a crepe myrtle kept growing. Took an ax and chopped the stump, then poured gasoline on it and burned it... grrrr the roots are now sprouting up new shoots all over.
Someone in your area might have a stump grinder and turned Mother Nature's wrath into a cottage industry. That might be the fastest way-- the stump is cut close to the ground, then they come in with the grinder and grind down below the ground level and you cover up the area they leave behind with dirt and eventually the roots die underground.
You can rent a stump grinder, but if you've got neighbors with the same issue, a stump grinding day seems in order.
Otherwise, you cut the stump close to the ground, drill holes into the stump and pour in a stump remover. The chemical removers take 6-8 weeks to show progress and sometime you need to re-apply the stuff.
I would get it cut as close to the stump as you can so the rest of the tree drops. Then cut it off little by little. You can drill holes in the stump and put stump remover in the holes. This will slowly kill the stump. If you want it completely gone right away look at hiring someone to come grind it out.
Put holes in stump & fill with salt. Any kind should work.
Cut the stump back as far as possible.
If you do not want to use a commercial product due to concern for pets etc - drill multiple holes into the stump, and roots which are exposed. The holes need to be of a good size. Pour plain white vinegar into the holes. Then fill the holes with rock salt. The type used for ice melting and making home made ice cream. Real rock salt, no tan imitation. Pour that in holes. Repeat the process every few days. Vinegar can be store brand 5%. I is sold by the gallon.
Some people keep a tree stump and use it for a flower pot holder, just a thought.

Drill holes and drown with gallons and gallons of vinegar. Needs to be reapplied libeally and after every rain event, bt vinegar is cheap and environmentally friendly. Will speed up the natural decay process.
You can rent a stump grinder at Home Depot and make quick work of it. The other ideas are all good but they can take months to decompose the stump. I guess it depends on how quickly you want it gone.
