house plants can be repotted at any time of the year and usually any size. You might want to look up how to use the insides of disposable diapers in your potting soil for an easy way to keep it moist. Succulents like aloe vera need to stay moist.
Aloe likes to be crowded,however if the roots are among out of the bottom then re-pot in succulent soil in the next size pot with drainage
You should use the new leaves first. If you want to repot it, choose a pot that's only a size or two bigger and consider a root stimulator. I have never had a problem with Aloe vera plants I just take them out when they are crowded and separate the roots leaving as much dirt attached as possible and then I have three plants instead of one. They are hardy plants.
We had one that outgrew the pot it was in so we removed and planted it in a larger pot.
