Can peel and stick tiles be used in the bottom of a bird bath without coming loose due to the water?

My best guess is no, plus the glue surely is not good for the birds.
No they won't last. You can use glass beads and an outdoor glue to put in the bottom, but make sure it will be safe for the birds.
No tile will hold under water. Any adhesive will not be safe for birds.
I would suggest an application of concrete and marbles, small tiles, or broken pottery in the wet concrete; seal with a good sealer when concrete is dry.
