Sure, you can pretty much paint over anything. Remove old waxes and lightly sand the surface before applying the paint.
I always use a good primer before I paint anything. Sand then prime then paint.
You can use chalk paint. I did it. No sanding. Just clean well
Chalk paint is generally sealed with just a wax coat, so yes it would scratch easier than harder finishes. I would use a urethane sealer over chalk paint for durability.
