I have painted more than a dozen outdoor chairs. All were sanded, repaired and primed. The ones I painted with latex never looked as good or held up as well as the ones I painted with enamel. The enamel ones are very smooth and shiny, as if they were sprayed. The latex shows a lot more imperfections and brush strokes. Easy clean up is not worth inferior results to me. The prep work is too hard.
