That depends on what tree to answer your question correctly
It depends on the type of tree and where you live. With my pine tree the arborist told us to wait until winter (we live in Northern CA) so the sap would seal over instead of dripping and inviting insect pests. My privet trees I prune whenever. My fruit trees when they're dormant
