My first thought is paint, it needs to be one that has a shiny finish, check with Home Depot or Lowes.
most likely not a good idea for outside use. Do NOT use hot glue. Will melt styrofoam. If inside, you can get mirrored fabric (little bits of mirror fused onto the fabric) cover the ball with it
You could use that faux gold leaf on it. I've seen one covered with old advertising that was Mod Podged to it.
pant it with chalk paint. When dry use Unicorn spit to make it beautiful. Then seal it many time with eurothane.
I don't think Styrofoam would stand up to outside exposure. Get a bowling ball and cover it with those round flat plastic/glass pieces. Or you could try making a globe with round balloon and plaster. Pop the balloon and decorate the plaster ball.
You could use a techniques I saw at Mardi Gras World in New Orleans. Cover the styrofoam with paper mache. When dry, paint with whatever paint you like. They have some nice glittery or metallic ones. Then polyurethane the snot out of it to make it weatherproof. A lot of work, though.
