It's an herb from the Mediterranean region. My list of substitutions says "combine thyme with a pinch of sage or mint." (I'd use mint, since your recipe already calls for sage.)
It is an herb, just not that popular, but it is available to grow from seed or plant. Some grocery stores do sell dried in the spice aisle. You can substitute thyme with a bit of sage or mint. Here are links to learn. My bees love it and I let it "go to seed" just for them. Popular in European and mediterranean cuisines.

I've never heard of winter savory, but I do have 'regular' savory and you can find it in stores with a decent spice section. It does have a similar flavor note that goes well with thyme and sage. I'm sure it will work in your recipe.
It is similar to thyme and while not exactly the same in flavor you could probably substitute thyme for savory in many recipes
