Call a stump grinder company. If too expensive, drill holes in stump and repeatedly drown with vinegar. Vinegar is cheap, $2 a gallon. Will take awhile, but it will speed up the natural decay process.
i heard that diesel is also helpful but u have to drill holes first than drench with diesel every three days n soon the trunk will dry out n do the same to the roots
Tree companies have a certain machine to grind it down so it's level with the ground. Call them, look on Home Advisor for a tree surgeon, or a tree service in your area. Good Luck!
You can rent a stump grinder, or if you have time, drill holes in it and get Stump Killer.

You can buy stump remover in a can , follow directions and wait for it to rot out
We had a stump in our back yard and put a wood box around it, filled it with dirt and planted flowers in it. After about five years, we dug down and the stump had decayed so took away the flower bed box and hauled away the pieces of old stump. Neighbors enjoyed the flowers every year ... planted marigolds.
