The simplest way to do this is to get a long pair of tongs....slip a cotton sock over each tong and wrap a rubberband around the bottom edge of the sock to hold it on the tongs.....Then, just squeeze the tongs together over each slat of the blinds and move it from one side to the other to remove the dust.
