My first thought is crownvetch, but to be certain, I'd like to see a close-up of the leaves as well as a close-up of the flower.
I was thinking Cleoma; it isn't a very clear picture.
Possibly cleome ('spider flower'). Look up photos and compare the leaves, flowers and seed pods to be sure.
It looks like a purple lantana and grows extremely well in full sun here in Florida. It thrives along roadways with little water. It is also a great addition to plant containers. I use it as my go to plant for almost all of my container pots in my front yard.
Lupine... maybe.
It's difficult to make out the leaves in your photograph, though, so I'm not sure.
