Three options immediately come to mind. First, you can place a "garden kneeler" next to the faucet whenever needed. This is mobile and can be used wherever else you'd like. Second, you can build or buy a rack that connects to your current outlet but has its own faucet at a more accessible height for you. Search for "garden+hose+stand+with+faucet" or find plans online to make it from PVC. Third, use industrial pipe to form a handle that you bolt to the house or attach to longer poles that you secure by cementing into the ground.

That is a huge safety feature. If not secure you could really do harm to your self. Have a professional do it. If you need to find a trusted professional go to your local lumber store. NOT BOX STORE LIKE HOME DEPOT NOR LOWES AN ACTUAL LUMBER STORE. They know who the reliable contractors are. Just like any industry. Looking for a painter go to a real paint store. Need a plummer go to a plumping supply store, electrician - go to an electrical supply store, yard work - a nursery, etc. They know who to trust & who to stay away from.
