I have found that plastic and weed blocking fabric break down quickly.

This happen to me. We removed our bushes and put netting down and rocks on top of the weeds they came through. Start by putting hot water on the weeds, wait a day or two, they should be dead. Next soak the areas with the hose where the weeds are. Wait a day and pick the the weeds as close to the ground as possible, you'll get the root and all, no more weeds in those areas. You might have to do this several times to get it all. Good Luck!
Just put on 1 coat of a stain kill. We use "Gripper" by Glidden. It is better than Kilz or Zinzer. It can be found at a Glidden store & Home Depot & some smaller hardware stores. No need to sand nor condition, Gripper even adheres to any surface: varnish, Formica, glass, etc. as a gripping primer &/or stainkill. It can also be finish painted as soon as dry. Rule of thumb: only up to 2 coats of paint in a 24 hr period, interior or exterior.

Black tarp is working just fine. Weeds are spread by wind and wildlife. Boiling water or vinegar will kill what you have.

Kill off the weeds first and then put a layer of red stone gravel over top. This would show up nicely beside your grey colored home. Weeds can be kept at bay with a mix of vinegar, salt, dish liquid and water and spray on.
