Zinnser Perma White Mold and Mildew resistant paint is great for bathrooms!
If fan use is not gonna happen, you can wash your walls with a 50/50 mix of vinegar and water once a week to keep the streaking down.
The fan would be so much easier though. Maybe you could wire the fan with the light so that it comes on when the light does?

The streaks are coming from moisture, open you bathroom window @ the top, just a crack, if you have a window. If that's not possible, leave the door ajar so the steam escapes. Paint it with a in fused mold protector, and paint it with a high-gloss. Good Luck.
"Sweat marks" is condensation running down the wall due to poor ventilation. Regular wall washing hould be done on a regular basis, specially in a bathroom. Well first you need to wash the walls before you do anything. And regular wall washing is recommended since the shower user refuses to open a window or turn on the fan. Use a paint formulated for kitchens and baths - and go to a real paint store, not big box home improvement store. Paint will state "washable" on the can.
Thanks for the suggestions! I have to admit that it is me that hates to use the fan! For some reason, the noise of a fan drives me crazy, no matter how quiet it is! But, I think I'll just have to get over my aversion and use it! No one else in the family has a problem with it!
Make sure you clean thoroughly, prime and use good quality paint meant for damp spaces. Also, invest in a good bathroom fan.
