I think it's the base, not the globe. An oil lamp fitter would screw into it and would sit on some type of pedestal.

the only thing you can do with a break like that is file down the sharp edges. You could do something decorative over it also. Some glass artists know how to do a process called Decorative Soldering. It would look very pretty in this type of application. If it were mine, that's what I would do.
