I think it's upside down. Could you flip it over and take another picture maybe?
I think this is more the direction it should be as the top now, looks like it fits down and locks into place on a hard surface.

I think its called a come-along & is used on chain link fencing to tighten or stretch the "mesh" for installation or repair???
a come-along has to be wratcheted, to a certain degree. This appears to be more of a commercially used piece of equipment, judging by the size of the circle used on it.
I agree with Linda. My husband however said it's upside down and used for something else LOL.
