Spectracide will kill it but May take more than one spraying. If you want too be more friendly to the environment try vinegar. http://homeguides.sfgate.com/use-vinegar-salt-weed-killer-49329.html
"Round up" brush killer, works the best. Spray a few leaves where they join stem, on lower area near root.
If it's huge, cut the stem above spray area to speed dying up.
Round-up makes a super concentrated product specifically for poison ivy. It is easy to find in the South, but not so much in other areas. They use it to kill kudzu down South.
Remember, though, that handling even dead poison ivy and sumac can irritate your skin. You still have to cover up and wear gloves when you're removing it. And never, ever burn it.
This is just the thing! I find this works wonderfully. You have to cut down the week or sapling and then brush this on the top of where you cut it. Bonide
