Lots of shelves and Pigeon Holes
Well, mine WILL NOT be the best answer, but am looking forward to better ones...
I used strips of pegboard as this is a basement, stud only closet. I then screwed in 6 Harbor Freight Heavy Duty magnetic strips, to hold an assortment of drill bits, screwdrivers, smallish hammer, nail punch, adj. wrenches etc.
Now, these items are all duplicicates of what I have in the garage, but during Chicago winters, it comes in very handy.😏
Now, if you have space for a fold down work bench, you, my friend, would be GOLDEN!
PS. Don't forget about proper lighting. Still working on that.

have you tried using pegboard? it comes in raw, white or black and you buy a bag of holders for your needs easy to install and everything is in its place- we have them in our garage, basement and laundry room. We hang tools, gardening items, etc. on them.
