There are closets in our rv and we have in baskets at the bottom of the closet.
You could get an over the door shoe hangar....Dollar General has a nice one with big pockets with thin metal hangars for the door (I live in a mobile home and as you know the doors are different than in a house) and it's only $6.00. I use it for all of my big bottles in my bathroom and it has held up well. :)
If you have a blank wall or space on the back of a door... there are fabric organizers for shoes that have pockets for the shoes, A pair of slippers or thongs can fit in 1 pocket. If YOU make the pockets your self you can customize them to fit over windows, at the foot of the bed or any where you want (Painters canvas would be an excellent base fabric... and cheap)
We had a travel trailer for years, I used plastic stacking bins in the closet, kept my summer shoes in one and winter shoes in the other, rotated for the season. At least, they were in one place and reachable. (I'm short!).
