Try CLR. Or Limeaway. Calcium and Lime from your water are probably the problem, not soapscum.

I have used white cleaning vinegar and a steamer. I have a hand Hellen steamer cleaner. I can clean virtually anything
Try very plain shampoo and a soft scrub sponge. No conditioners, softeners, dandruff or other ingredients. This should cost about $1 a bottle at discount stores. Wet down the shower glass. Squirt the shampoo at the top of the glass and use your hand or the soft scrubber to spread out the shampoo, then start the scrubbing at the very top, in circles and swipes. Continue all the way down, applying more shampoo to keep it wet. Pay special attention to corners and the bottom. Then rinse thoroughly, very thoroughly. When the glass is dry, see if the foggy look is still there. If so, you may have glass that has been etched by stiff scrubbers before. The only solution I have for removing etching is rubbing with a soft cloth with baby or mineral oil to remove soft scratches. It might help. Best wishes 😇
Try a calcium and lime remover. Built up water deposits look a lot like soap scum.

Have you tried used dryer sheets, wet them and spray glass with shower cleaner and scrub. I found this on Pinterest and they were fantastic. Then going forward use a soap less shower body wash. No soap build up then.
