Are you wanting to just break it up a little or plants
It depends if you want the hanger permanent or temporary and how much weight they are expected to hold. Use Shoe Glue for a lot of things . It's very sticky and not easy to use because it is slow drying and tends to sag if too much is used but once dried it is amazingly tough and can be carved away to remove it.. Crazy Glue will make a permanent bond by placing a coil of wire with an end sticking out 90° to the coil against the cinder block wetting both the block and wire with Crazy glue and sprinkling the wet surfaces with baking soda or borax. The bond is instant and permanent There is no moving the coil once the powder is applied. A more conventional way is to use plumbers putty (an epoxy) . It is semi-permanent because it is brittle when dried and can be broken by hitting it with a hammer and it will crumble into pieces.
I hang posters at school with indoor latex caulk. It depends what you're hanging and where.
Ive drilled holes into the grout lines and used those blue screws designed for block walls. Works great, but might have to patch it if you want to remove it. Also ive used gorilla glue in the drilled hole to hold hooks and stuff.
