Lots of choices here.
Febreze doesn't work. It encapsulates the odor molecules not gets rid of them. Any movement breaks the encapsulation and the odor is released. You can fill the bag with fresh coffee grounds or baking soda and seal it in a plastic bag for a few days. Then empty and vacuum out. Put a few fabric softener sheets in the bag. Also what I do with clothing and bags I sell on Ebay. Fill a small spray bottle with vodka and about ten drops of essential oils ( your choice of scent). I love Gardenia. Spray it on and inside the bag. The vodka evaporates and the essential oil scent stays.

Put in a bag with a bunch of charcoal. Leave it in there till the smell is gone!
If you get to the point where you cannot get it out....I have been successful washing such bags in the washing machine. P t it in a large net bag. If y0u do not have one of these bags (used for delicate wash) , use a pillow case. Fold it over several times and pin with a few safety pins. Wash on gentle, small load. Do not put anything else in with it. Use a good detergent. Use the soak cycle. If you have a traditional washer - add some baking soda into your wash. (store brand is fine) let it soak in that with the detergent. Then line dry in the sun.
Sprinkle baking soda inside and leave it out in the sun. Sadly, smoke smell is very difficult to remove.
odo ban comes to mind. the smoke residue is a sticky substance "tar" if you will. if you can get ride of the tar...your half way there.
my dad smoked...the white walls had turned a golden color. looked like a decent paint job.. until we pulled things off the wall.
Many years ago we bought a used car that obviously had been previously owned by a HEAVY smoker. We stuffed the vehicle with newspapers and set several disposable roaster pans on the floorboards filled with charcoal briquettes.
We changed the newspapers every few days and, within a week, there was little to no evidence that a smoker had owned the car.
You might try stuffing the tote with newspapers and add a few charcoal briquettes. Change the papers often and see what happens.
Mix together ¼ cup white vinegar, ¼ cup washing soda, ½ cup ammonia and one gallon of hot water. Use the mixture to gently wipe down the entire piece with a soft cloth. Be sure to test a small area first as this may affect the color of the vinyl. Rinse with clean water and allow it to dry completely.
It didn't cost you but a dollar. If it's that bad, throw it away!
