Is there a sure-fire way to get rid of Creeping Charley?
According to this article, the ice plant is considered invasive - even in a normal garden. In a fairy garden, it would be worse. My thought is to just keep it trimmed back or if that doesn't work due to the structure of the plant, take it out and replace with something else.

You can always put the ice plant somewhere else where it has room to grow.
the only answer I've been able to find is to trim the back. They seem to grow fairly quick so you may have to trim often
Take them out and put in planters, that way you can control where you want them.
That's too bad because they are very pretty. Maybe you can find a neighborhood kid to do it for you.
