You didn't mention the amount of sun - so my plan assumes you have plenty of it. Maybe cover the area with plastic and mulch and grow succulents in pots. There are good directions for making cement pots out of cheap cement paver squares. These could be decorated or painted and different sizes. Make sure you leave the bottom open, punch some holes in the plastic, and put a layer of stone in the "pot" for good drainage. The soil In the pot should also have good drainage (add some sand or small stones). Succulents come in such a wide variety of shapes and colors I'm sure you can make it beautiful.

Can you keep an eye out for landscape material that people are tossing out? Craigslist has a listing for free stuff in your area, I'm sure. Or your community might have a community chat online where people are always putting things out for free or at a small cost. That's probably the cheapest way to score some stone and rocks. You might also come upon someone discarding some plants that they don't want anymore.
Check local nurseries-- start with smaller plants and they'll eventually fill in the spaces. Check for the not-so-happy plants that they discount. You can often bring those back to life without much work-- a little pruning and a little water usually do the trick.
Do you mean Xeriscape? I would check Craig's list, freecycle.org, Nextdoor.com, or any other local sources where yould find free materials. It is amzing what people will give away for free. Gravel, bricks, stepping stones, plants, etc. Then fill in with low cost purchased items. Here are links for design ideas.
