Some jurisdictions will require a permit for a deck so you might check on that. My real concern is why would you want to close off a stairwell? There are usually safety reasons for having multiple points of egress.
I guessing from the photo the reason your needing covering is due to weather and no where for the water to run off to, I would have port to cover that for shelter.

First you need to remove the metal hand rail, then build your deck just like you would if the stairwell wasn't there.

I the stairwell still needs to be accessed, build a regular type deck over it with a trap door over the stairwell section.
