Try white (not gel) toothpaste and a damp cloth. A dab of toothpaste on the cloth and rub in a circular motion. Keep the toothpaste moist.
We're assuming that you have a porcelain steel sink that has not been painted. I've not seen one discolor from a hot pan, but you have what you have. If the toothpaste does not work try Kohler Cast Iron Sink Cleaner. Porcelain finish on your steel sink is the same as that on cast iron.
