Is there a sure-fire way to get rid of Creeping Charley?
If you have no plants to wory about, you can spray with vinegar to kill. Placing mulch over it will just promote mold growth and another host of problems.
You can spray it with a vinegar & salt, making sure you don't get it on grass or anything you want to keep alive.
We use a product called Wet it and Forget it. You apply it and the weather takes care of it. You can buy it at a hardware store.
Scape up as much as you can and then spray with bleach to kill. I'm presuming your moss is growing on paved walkway
vinegar will kill it and then you can use a stiff brush to get it off the path
