Its possible but only after removing any loose paint. You will also want to clean the wall thoroughly with a degreaser like TSP. Keep in mind that you may be able to see the imperfections in the wall through the wallpaper. If you take the time to smooth the spots where paint has peeled off with drywall mud and then sand you will be happier with the results.
My vote is no. I would just sand and clean the walls then either repaint or wallpaper. First, I would figure out why the paint is peeling, you may have moisuture issues that need attention.
No. Proper prep is critical for the success of a wallpaper job. Removing peeling paint is ALWAYS part of preparing a surface for any treatment-plaster, paint or wallpaper.
