Depending on what is wrong, they make a spray on that my painter used to repair a spot on my ceiling. look at the spray cans.

they make a spray-on version for patching...but I would find out why it's coming down (usually dampness) and if it's bad...strip the room, soak it down, and scrape it off....do not mess with it while dry, super bad for your lungs.

I would take it down with dish detergent mixed with water. Use a spackling knife to scrape the popcorn off. It will be messy but worth it.
