I would seal the walls with high quality primer and then paint them
Do they need to be sanded to smooth the rough surface? If you can, I would hire a drywall finisher to come in and smooth it all, then prime and paint so you have fresh, clean walls. The walls in my house have dents and jags, too, that catch the wispy webs and dust...some are too high for me to reach in the vaulted ceiling 🕸
swiffer makes dusters that will do the job or use a clean soft dust mop to cover a larger area
Painting could be a smart fix.
You must mean paneling? The grooves catch the dust? If that's what you mean, my husband and I did this to our old farmhouse paneling walls:
Using a paintable caulk (and joint compound when we ran out of caulk) and a rectangle shaped mason trowel, we put the compound in each of the valleys of the paneling, then smoothed it flat with the trowel.
We let it dry overnight since it shrinks a bit, then did it again the next day. After that dried, we painted it with KILZ first, to really seal it, then over it again with a nice semigloss paint we had on hand. It turned out great. People thought we'd replaced the walls entirely. No more ridges to catch dust!
