I don't know what you mean by ring and where you are putting the putty. The flush valve and overflow tube where the flapper sits has a rubber gasket and a nut underneath the tank. That is what holds it in place and prevents it from leaking.
As William says the flapper sits in the hole and is held in place by water pressure. What it sits on is anchored to the toilet by rubber gasket/washer and nut. It also has a large rubber "bushing" that cushions the tank from the base of the toilet if it's in the center of the toilet. If you need putty to get the flap to seal you probably need a new flap if has stiffened, warped or whatever you won't get a good seal when the tank refills putty shouldn't be needed.
