Seal the concrete first. Then coat undercoat and top c oat - Gloss or Enamel paint.
There is a product out there called "Patio Paint" I have found it at Amazon and at Michael's. It is made to be used outside.. just make sure your concrete ornaments are very dry (concrete does absorb moisture) before you paint them for the best results... then apply several coats of outdoor sealer in your choice of gloss, etc.
Hi Lynn, Use a concrete / masonry paint. You may need to prime them first.
