Make sure you get every bit of the wall paper glue off your walls before painting. Painting over any remaining glue will soften the glue and cause the paint to bubble up on the walls. Happened to me once and it was a big mess. Thought I had al the glue off and found out different when we painted. There is a product one can use to soften the glue. Make sure you rinse and rinse again.
Carol is right.
Also, sometimes when you remove the glue, bits of the drywall chips or gouges out. To have a smooth even finish on your painted walls, the damage to the drywall will have to be repaired first before the new paint is applied.
