DIY wooden box shelves. They are awesome for storage and you can hang them if you have a small linen closet with wasted space at the bottom. Depending on how you build them. Good luck!
Wood crates (Michael's, Joann's, etc.) painted and mounted on the wall over the toilet will hold towels and soaps etc... check out Pintrest or HGTV for more ideas... google "storage for small bathroom"

My husband built small cubbies with sliding doors to go above the toilet. We can put things on top of the cubbies and toilet. The rest of the bathroom storage is in a small chest of drawers right outside the bathroom, in the hall. We like this arrangement because it keeps the essentials close, but I still can have all the extras and seldom used items close. We keep handtowels and tp under the sink.
look for vertical storage. Hang metal fruit/veggie double/triple layer baskets to store items.
I collect vintage picnic baskets and found it was the perfect answer for storage in my powder room!
