people might need a few more details: is it exposed basement, what your plans are for the use of the basement, the sized of the basement, and possible what type of construction materials is it.
Are your walls concrete block? If they are, may I suggest foam insulation board covered with felt. First, waterproof the walls with paint especially made to be a moisture block (available at most home improvement stores). Then staple felt onto the backside of the insulation boards. I got my felt at Joann and it comes in a wide variety of colors and it's 72" wide, so you don't need much. Its cheap craft felt, nothing you would actually sew with. How you attach these panels to the wall is determined by the composition of your walls, and how permanent you want the installation to be. If you do this, please post a picture, so we can see your results. It may help others who are looking for a similar solution.
Do it in sections. Purchase the best you can afford that meets your local building code. If you can, budget a few dollars every month until it is complete.
