Start with 1/2 cup Murphy's oil soap, with 1/2. cup of vinegar to a bucket of hot water about 2-3 gallons. Wash, rinse, dry completely, and see if the mildew comes back. You then need to remove the paneling, and find the source of the mildew.
vinegar is the best non- chemical option :)
